So, hearing loud, booming music now felt almost shocking.

"They're cranking the volume like that—don't they worry about pissing off the neighbors?" he asked, gesturing toward the surrounding buildings.

Since coming to Blackshore Island, Matthew had noticed the people here weren't exactly known for their tolerance.

Catching the gesture, Morton laughed. "Those buildings? Hardly anyone lives there." He explained, "Those places aren't covered by the guards' jurisdiction. If someone gets killed inside one of those buildings, the guards don't step in. So, most folks stick to the safe residential areas the guards have set up.

Then, he smirked. "Anyone living in those buildings is either a stray dog or a rat."

By stray dogs, he meant the hungry, rough types—people just scraping by, hanging around District 13 without knowing if they'd make it through the next day.

The rats were the shadows—those who never show their faces because they were chased by too many enemies.

Noise didn't bother them.

They'd rather live surrounded by garbage as long as it was safe.

The two kept walking down the neatly laid flagstone steps.

"So just walking around openly like this—doesn't that put us in danger?" Matthew asked.

Morton shook his head. "Relax. Even though the guards ignore what goes on inside those buildings, if anyone kills someone in the street or tries to stir up chaos in District 13, the guards don't hesitate to step in."
