At this time, a military meeting was being held at the Center’s meeting hall. They were now planning their next step of action against Voumi, Valov, and now even Flaret Town.

On the surface, there was no connection between Flaret and Alterra. Why would Alterra expose itself?
Their main goal was simply to stop the drug distribution and rescue their Terran companions in that area. Ideally, they could also capture the masterminds and the chemists behind it. As for whatever punishments they’d face, they’d deal with it later.
"How many spies do we have in Flaret and Voumi Town?" she asked.
"We have a total of 30 in Voumi Town, and 21 in Flaret Town—not including Gian and the others. The rest of the territories had a combined total of twenty spies rotating among them."
She nodded. In areas where they were not planning on directly getting involved with, like with Baccal Town, their spies were only there to gather and spread information.
They threw in the red herring called Baccal Town to give Voumi hope that they had a chance with Valov; otherwise, they could succumb under Valov and just work with them instead. Alterra could not afford Voumi and Valov working together, no matter what.
If they didn’t interfere like this, it could happen. What would Alterra do if it did?
They had to do a lot of underhanded things and framing operations for this not to happen, and they were not planning on failing in the end. This was while they were buying time as they gathered strength, influence, and investigated the drug problem.
They also made sure Valov was harassing Voumi for a long time, their attention on them, or at least to the source of the drugs.
If Alterra had to go to war with Valov (or its subsidiary) or Voumi, it would only be once the Terran region was more or less conquered.
However, now that they had found the source of the drugs, they had to nip it in the bud.
"Leak the source of the drug to Voumi Town," Althea said after a pause.
"It’s time for them to deal with each other."
