Another was because while they were not at the peak of the mountain, they weren’t in basins either.
They also had sufficient easements and parks along the rivers, so flood should not affect them too strongly even if the river suddenly widened.
The river at some point did widen to nearly twice its width, so some property was flooded. However, it wasn’t anything that’d destroy the buildings, just a bit of inconvenience. And because the rest of the territory was fine, it wasn’t difficult to find places to stay temporarily.
That said, the water from higher elevations flooded the roads, causing some people to be swept away.
For example, people who opened the door without thinking, or people who were heading somewhere else when the sudden temperature shift happened.
There were also some who had noticed that it was not as cold and headed out, only to be greeted by melting ice a few moments later.
Fortunately, the majority of those outside were strong people around level 20 and above, because most people around level 10 were strictly confined in their homes, their cellars, or in evacuation centers.
At the same time, the number of people out wasn’t exactly few either. This was because the change happened midday, when everyone was awake and the strongmen wanted to stretch muscles.
Alterra’s heat packs and coats were so good that people, after a certain level, could actually find it comfortable going out mid-freeze.
They were also the first to notice the change in temperature and they announced it well. And the news spread indeed, though some celebrated prematurely, particularly outside of Alterra, whose citizens might not have been warned properly or had forgotten some details from the previous cold disaster.
This included some people who didn’t have guards, and some weren’t even particularly strong. The flood wasn’t instantaneous, and there was about an hour or so of warmth and peace.
Hence, many people hurried outside to celebrate, only to be swept away—literally. Even Alterra had quite a few of these idiots.
Many of them weren’t unaware of the floods, either, just that they thought there’d be ample warning and they could take the time to feel the heat first.
It was just that they underestimated the power of water. Even a foot deep of rapid water could imbalance the average fighter.
Fortunately, Alterra’s guards were trained in disaster relief and were prepared for various scenarios including floods.
